A purple tier ammo for 5.56×45 is locked behind a quest "MK17 Proficiency", who gives this quest? And which quests do I need to finish to start this quest?

Have you ever had a player you killed add you as a friend just so he can get his stuff back?
Loaded in as a scav. So a player carrying backpacks in his hands. Managed to kill him. He immediately make a friend request to ask for his stuff back.

Taking things from shelfs or the fridge shake every items up specially if they are organised
I keep finding things in my kiosk, specially food items. Is there any soultion for this?
