I want to start an online business but im confused regarding the license. Im based in Abu Dhabi and have a golden visa but im not sure how to obtain a license..

Black screen after restarting but works after you shut down and turn it on again
I cant find the post that had a similar issue, anyways i had that same issue and i fixed it by going into the bios and turning on above 4g decoding, i experienced this issue after i installed my new RTX5060. Hope this helps!
