How well-developed is the cast of characters in Tokyo Ghoul in your opinion?

I first read the manga when it was still being released. Last month I started rereading it because I realized I didn't remember much anymore. Currently, I'm halfway through Tokyo Ghoul RE.

And I can say that one of the things that impressed me the most was how well-developed the characters in this manga are. Ishida created a considerably large cast of characters and yet he manages to give good attention to most of them.

I think this is mainly due to how he interconnected the plots of several different characters, so that their story arcs often complement each other, and thus, he can work on several characters at the same time.
