Hen or Rooster

We are new to the chicken world and have only had our 5 (previously 6) little squawkers for about 6 weeks now. They're roughly 14 weeks and we're worried that two may be roosters (no rooster rule out here, unfortunately). I've looked at everything I'm supposed to look at from feathers to comb and waddle to leg thickness, but it's all just blurred together at this point and I'm not 100%.

I have a Black Star (named Champion by out youngest) that is larger and more aggressive than everyone else, with a much larger tail, but the feathers are pretty much all rounded and the tail just points up at an angle. Idk if it's just a slightly older, more aggressive (to one specific chicken) hen, or a rooster developing insanely slow.

The other questionable one is the one pictured - Potsticker. It's a Rhode Island Red and is the ostracized one. It was already attacked by the others at some point a few weeks ago, was quarantined to heal, and then reintroduced when we moved them outside. They pick on it the second it's near the others, Champion especially. I'm thinking of both Champion and Potsticker are roosters, it would explain the aggression towards this one. These two's combs and waddles are both slightly larger and turning pink/red a bit faster than the others. Today I also noticed that Potsticker's new tail feathers actually droop down and the rest are looking less round than the others'.

I've included the clearest pictures I could get of Potsticker this morning. I figure if it is a rooster that we have to give away, it'll at least end their little fight club, though I will be a bit disappointed as this bird is incredibly cuddly.

Odd electrical

Driving through AZ and saw this being built at the end of some power lines. Did a reverse image search but can't seem to find another one like it. Any electricians know what this is? Is it just a feeder to dovert likes underground?
