Is it better to do one or two long points or multiple points

For context, I’ve just done my end of year politics exams and I found that I couldn’t finish on either paper. I believe this was because previously we were given 2hrs to do 2 question so I was able to obviously given many substantive points with their own examples but after I’ve just done the full paper with their own regular timings(40-45 mins per question) - I’m doubting whether it is worth giving many points if I can’t finish the exam - I’m hesitant to move away from it because it’s work really well in previous mocks - should I make the change I do edexcel btw
