Multiple people commit the murders in the movie but there is only one killer. (And I don’t mean metaphorically)
Hint that I already put in the comments: Fallen is the closest guess so far in how the killer commits the murders and other crimes. However, they are not a demon or spirit.
Hint 2: Not a straight horror movie but has elements, along with action and sci-fi.
Hint 3: The Thing is now the closest movie guessed, but my movie is not banned.
Hint 4: Made before 2000

Actor that Tracy mentioned dying their hair
Tracy wouldn’t say the name but he mentioned an older actor with gray hair that obviously dyed it for movie. I was watching Get Low based on their discussion in the Robert Duvall hall of fame episode, and I have a guess, Bill Murray. (Specifically in Get Low)
