Anyone know the story behind this plaque?

I saw it yesterday between Key bank and the footbridge to the Japanese Garden. It is pretty unique compared to most of the other memorials along the Greenbelt so I was just curious.

Reward: Charm Co teddy bear from the 80s

I want to find another of this pink and white teddy bear. $20 reward for info that leads to the acquisition of one. If you search "1985 Charm Co Korea" a bunny version appears, but I'm looking for the bear.
