In this scene from the Broly movie, Paragus talks about Broly having the power of a great ape but staying in his "human" form. (Eng dub)

Why did he say this? Broly isn't a human.

Why would Paragus know what a human is?

Is human just coincidentally the word for a saiyan's normal form?
