Help running a political ad on Facebook / Instagram

Can someone tell me about the process of registering to run a political ad. How long will it take and how involved is it?

I'm working with a client on a very local issue that involves parking. Our City Council will bring it to a vote soon. I made separate IG and FB posts and boosted them and within a day both were shut down.

I'd never done a political ad before and wasn't sure this item counted as political. So I thought I'd see what would happen.
