Received an Exclusion Order (IRPA 41a) at Montreal POE - Questions about R222(1) and ARC requirements

I'm currently back in India after being issued an Exclusion Order at the Montreal airport last month. The officer reported me under Subsection 41(a) of the IRPA for failing to comply with the act.
My situation involved a gap in enrollment. I was issued a permit for Seneca in Dec 2025 but deferred and didn't start until May 2026. The officer ruled my permit was invalid under R222(1) and also noted unauthorized work.
I have a few specific legal questions I'm hoping someone can clarify:

1.Since I have a one-year ban, what are the actual legal requirements for an Authorization to Return to Canada (ARC)? Is it possible to get one before the 12 months are up if I have a compelling reason?

  1. How does the R222(1) "non-enrollment" rule apply if a student has an official deferral from the DLI?

3.The officer noted I didn't meet financial requirements (R220) because I worked. If I re-apply later, what kind of proof of funds will be strong enough to overcome this specific finding?
