Need help with getting rid of negative energy in a 50 year old building my mom lives in

So there's two parts to this. I'll try and keep it simple. My mom moved in to one of those senior buildings, and I moved in to help her. We're moving out. If it has to be a tent in the woods, I'm done. Seniors aren't like what they used to be when my grandmother moved in to the building way back in the 80s. They're childish, weed smoking lowlifes and I have no empathy for them. They've already kicked out 2 perverts who should never have been in here. Now they've got about 4 people left who need to have their own room in padded cells. One is a big mouth pervert and the other is a tall woman who thinks she's all mouth.

Not gonna lie, I want both of them holding signs and a cup on the highway. I'm doing everything I can to get them evicted but the company is garbage. So I'm resorting to this magick, voodoo, or other form of hex, and 1) No, I don't need a lecture nor do I care about repercussions. Nothing can get worse in my life. 2) When I'm done, I want to completely clear the space of the residual (and yes I'm going to use sage and no I don't care who doesn't like it).

I would appreciate the absolute worst thing that I can do to these people. If it's not your thing, don't lecture me just scroll on. Anyone that could help, I'd appreciate it.

The natural beauty, cost of living, and proximity to warm weather and ocean all have me wanting to move down that way. Texas is unfortunately like a stain and it's in the way so I'm not comfortable moving there. What concerns me is obviously tornadoes and the excessive costs of insurance as a result.

The overall cost of living is dirt cheap compared to up north. Can anyone give me an approximate idea of what home insurance/natural disaster insurance runs? I'm looking at small homes, doesn't matter the area as I work from home and my elderly mother who lives with me, is retired. I don't plan on purchasing a place outside of $80k to $125k. What does insurance look like for something like that? Is it more expensive in certain cities/towns than others?

I am deeply considering moving from my home state of Michigan to your beautiful state for a number of reasons. I've visited many, many times but because I don't know anyone there well enough to ask questions to, I thought I might try it here. The cost of living is overall much cheaper, but more important are culture, a warm place for my mom to retire in (she's 78 with some aches, pains and autoimmune conditions), and just the overall friendly vibe I get that I get when I visit that has just been lost with the racism, ICE facilities, and huge increase in energy bills and gas hikes that are taking place in the north.

My deepest concern is the lack of Medicaid expansion, as it really hits low income people like myself and my mother. For everyone that falls into that "gap" before being able to get tax credits for ACA (if that's even still a thing - I've heard a lot of mixed information), what do you do? Do local healthcare facilities offer financial assistance, or are there free clinics? And overall, do you think that the state has a chance of flipping blue and correcting these imbalances at midterms?

I'm interested in hearing your thoughts. Thanks in advance.
