Logged over 300 hours since Steam launch & I had never seen a single "Elite Patrols" mission being available. Is it gated behind some Power Score or some other things?

Follow up to "run out of ammo" during legendary mission. The "ammo box door" being locked after JTF phase was by design, probably to gate peasants like me off the mission without "god build" weapons.

Hello, Noob here. Just a question about gear & weapon drops hoping vets can answer
Going to preface I play this game very casually.
I've read certain gear & weapons & tier level only drops once a week in certain missions. While I am not chasing for end game stuff, however, I do care about not spending time farming for stuff that is never intent to drop to begin with (for example you only get one chance to get gold OS from weekly bounty)
Would like to find out if there any more examples like that. Thank you.
