
GT Goku scaling is massively underrated
Just to avoid heavy arguments, I'm already saying that this is NOT a comparison between DBS Goku and GT Goku, this is simply showing how much people underrate GT Goku's PL
Let's start off with the very first arc in Dragon ball GT, where Rilldo was the main antagonist and was mentioned by Goku to be stronger than Majin Buu
"Majin Buu" is a vague scaling in this case since there are many versions of Buu, but it's likely that Goku is referring to Buuhan for multiple reasons;
1 - Goku already performed a feat only Buuhan could do which is accidentally shaking hell by firing a kamehameha in base
2 - EOZ Base Goku was already above Kid Buu level since he was easily fighting a 1v1 with Uub who should be equal to Kid Buu, Goku likely got a lot stronger in GT
If base Goku scaled to Buuhan, this should already mean that Goku is above Vegito as well in DBZ since Vegito was still weaker than Buuhan in base, possibly Buutenks level, he had to go SS1 to close the gap and dominate Buuhan, Goku however likely wouldn't need SS1 in this case.
What about SS4 itself? A lot of people underestimate the multiplier of SS4, but let's explain this with the simpliest way possible:
Goku in SS3 was getting absolutely bodied by Baby Vegeta, but then he became relative by going Golden Great Ape, meaning that Baby was about 10x above SS3 Goku
Goku then goes SS4 and absolutely DESTROYS baby to the point where he had to use his own golden great ape, keep in mind that Baby was in a super powered base form, not in SS, this means golden great ape wasn't a 10x increase for baby, it was an entire 4000x increase
Goku in SS4 was relative to golden great ape Baby, meaning that SS4 was a literal 4000x increase over his own golden great ape as well, this should make SS4 a 16 million times increase over his base, that should already put Goku at least in multiversal levels of power
This is not even scaling the Shadow Dragon arc which likely far surpasses that as well
