When will NIL be capped?

When will NIL be capped?

Rosters are getting closer and closer to 90M, and many colleges are not able to keep up. What do you think NIL will cap out at?
Or will this be like the MLB where teams have obscene payrolls and have to pay the luxury tax.

I found this on the beach and wondered what kind of rock it was so smooth on the top and the bottom. All the Ai identification tools I used to me it was a different fossil. Any ideas?
