Bart has all the time in the world to learn the writing style (visuals) and cadence (the sound of teacher writing) of his teacher Ms. Krabappel. No one will stop him they just assume he's writing lines cause he's a trouble maker.
The outrageous offences he makes up to be writing as the last bell rings are the first part of a plan he never finishes. Cause as soon as that bell rings all thoughts of forging her signature are out the window as he races home.
