When i tried to download ANY core download stuck at 0% and not any progress is ever made. WHAT SHOULD I DO????

HELP. Lower hardness brushes problem.
Wen i draw with low hardness brushes on transparent layer i get this result. if you look closely you notice that not good looking lines with gets lower and lower opacity and i dont want THIS. HELP ME. CAN I DISABLE OR FIX THIS?
