Parking overnight/monthly

We found a storage place that has gated parking for $34/month with access right on the main bus line. Perfect situation, really. Thanks to everyone who helped out!

My daughter was prepped and waited for a student parking pass, but wasn't able to snag one because she had not scheduled for classes yet (or so we were told) - we were bummed that we missed out!
She was hoping to have a vehicle down in Cinci, mostly to get home when needed and not for daily commutes back and forth or for various other close-by tasks. I have seen websites like neighborly, which offer some (rather sketchy) places to rent someone's driveway to park a car. Some other parking places have monthly parking passes but don't permit overnight or they don't permit the car to be left there for more than 5 to 7 days at a time.
I looked at storage places - the ones in the city proper aren't the type with parking - there are some outside the city (she doesn't mind taking an Uber or bus to her parking place) but they have limited access hours. This might be the way to go.
So my questions are:
What happens when a student backs out of their Student Parking pass? I don't see a waitlist option anywhere, but I am sure that students drop out or whatever and no longer use the pass...
Does anyone know of a place off campus that allows monthly overnight parking for students?
I am sure this has been posted, or something similar, and I am leafing through many posts, but I am finding dead links or outdated info, so I apologize if I missed anything...
