Google Play Console developer account using SBI Global Visa Debit Card

Hi developers,

I’m trying to create a Google Play Console developer account from India using my SBI Global Visa Debit Card. I already have enough balance in my account, but the payment keeps failing.

I received this SMS from SBI:

“Your SBI Debit Card is not active for International ECOM transactions.”

I want to know:

Is enabling International ECOM mandatory for Google Play Console registration payments?
Can SBI Global Visa Debit Cards successfully pay the $25 Google Play Console fee?
Did anyone here activate it through SBI ATM/YONO and make it work successfully?
After enabling international transactions, how long does it usually take to start working?

Would appreciate help from Indian developers who faced this issue before. Thanks!
