What should I upgrade first?

Hello, I want to upgrade my pc.
Specs:
CPU AMD Ryzen 7 3700X 8-Core
GPU NVIDIA RTX 3070
Mainboard B450 Gaming Plus Max MSI
RAM 32 GB (4x8GB) Kingston Fury 3200 mhz DDR4
Monitor 280 hz 1920x1080 AOC C27G4Z

What would be the best for the start. I looked on some websites and I was told, that my CPU is a bottleneck. Is that true? Thanks for the help

White spots on the bumper is dust. I already tried polishing the front lip. It got a little bit better but I think the spots came back. Some of these spots are rock chips. Most of them you can’t feel
