How much do "overall"'s matter?

I know that line chemistry is important, but I pretty consistently have players with lower overall scores outperforming players with high overall scores. This is even the case for my goalies. My 87 overall starter is getting significantly outperformed by the 82 overall backup.

My 80 overall defenseman is also outperforming by 86 overall defensement.

Is this just RNG, or is there more that goes into determining how well a player performs more than just line chemistry and overall score?
