[RTO] Perspective from Middle Management

Just a vent. TLDR…RTO is terrible

We are half way through a month of RTO. I manage a design unit as a senior.

We have achieved some truly remarkable things as a unit during the pandemic, under full telework and then hybrid protocols. We’ve been routinely commended by upper management for our accomplishments. To be honest, I can’t think of a better team I’ve ever been involved with on a professional level and even from a character standpoint. I really love this team. Everyone has bought into their duty statements and I’ve gotten to see young engineers feel invigorated to become licensed engineers and more experienced staff really buy into helping me develop staff members earlier in their career. Even with challenging work, the atmosphere always felt light.

That’s all eroded now sadly. Only two weeks in and there’s more dejection than I’ve ever seen since joining the state.

It genuinely pains me that our proven and acknowledged success is being rewarded with 4 days in the office. On an individual level, it’s thrown my home work balance in the dumpster. I no longer feel motivated to work later into the night and that of course extends to staff as well. It’s a slap to the face for all of us who have taken on greater responsibility and bought in to going the extra mile. We overachieved and to be rewarded with 4-day RTO and micromanagement by hall monitors is insulting. For staff it makes no sense. “Amazing work, but now you will come into the office 4 days a week instead of 2, NO EXCEPTIONS.” What kind of messaging does that send?

Staff are and will look for better opportunities and for divisions and districts that aren’t draconian in enforcing this silly policy from upper management. We will lose a lot of young talent and simultaneously force more experienced knowledgeable staff towards retirement. I’ve already had a couple of instances of this. Who can blame them?

My recommendation is to document the failures of this policy and report to the union however you may feel about PECG. The union is so important and RTO is going to destroy membership and weaken all of us. I am frustrated with our union, and yes I acknowledge that the governor has been a prick and yes, we all collectively voted to defer RTO a year on the premise it would be fairly bargained (it never was btw). But why can’t we act on that stipulation? PERB withdrawal (which removed all our leverage) should be contingent on both sides honoring fair bargaining on telework. I may be naive but hey explain to us why that is not possible at least in an organized way. Why can’t we at the very least begin organizing and encouraging union members to document RTO failures and start the process of compiling grievances instead of just waiting for a bill that’s going to be vetoed. Why is there no organized campaign of anything currently? At this point it’s not even about RTO getting reversed, but even just for members to feel like there is something they can be a part of. As a senior, I shouldn’t have to be brainstorming strategies to help members in my staff feel like there’s something meaningful we can do as union members.

On a management level, all I can say is don’t patronize staff. Don’t be a tool and say the company lines of team building and in person collaboration. We already built a great team and RTO is directly undermining that hard work. At least, as managers, we should give staff space to feel frustrated because this is the reality of this policy.

I wish they would just let us evaluate our teams and make our own decisions responsibly.

Flexibility Important to Factory Workers Too

Go figure. It's almost like people just want a little more control over their own lives. I believe our current fight is a critical juncture not just for state workers, but for all. We must keep fighting, keep increasing the pressure, get more and more coverage. Enough that it sparks national discussion about work norms for everyone, and serves as the impetus for change everywhere. After six years proving it, we KNOW what we're asking for is simple common sense in today's world. And we know California LEADS. Let's GO!

Hi all. I work in retail and am moving to the Sacramento area and will be looking for new employment hopefully with a company where I can build a career, move into territory management. I really love Ulta as a shopper and wonder how that might be as an employee hoping to advance. Would you recommend it? I'd love to understand the steps and responsibilities (i.e. what is a General Manager, exactly) and the timing expectations to move from store to higher levels in the company. Appreciate any insight! I would like to learn more about theater by taking online classes. I have already taken some film classes like African Americans in Film and music classes like History of Rock N’ Roll and really enjoyed them. But I haven’t found any similar theatre classes at local colleges. Please share if you know of any that offer web-based classes. Thank you!
