Why are tips seen as mandatory?

As a Brit, it strikes me as odd that tipping in America is deemed as mandatory yet at the same time isnt? If the waiting staff rely on the tips for their wage then why isnt it simply included in the price of the food? In the UK we are seeing more and more resteraunts adding a service charge that if you want to you can ask to be taken off (nobody ever asks for it to be taken off). It just seems a strange way to do things.

How did the people who invented the first clock know what time it was? What if it was 5 O'clock and they set it to 4 O'clock and thats why I'm always tired?

We could all be 1 hour sleep short or more!
