I don't understand Hoyo. They need to release characters while they're still relevant and hyped. Dottore merch sold like hotcakes after the NK storyline. I was okay with him being absent from Sumeru's storyline for three years and l still playing in Genshin, but now I feel nothing but apathy and roll my eyes in irritation when Hoyo releases new merch and similar Miliastra mannequins, but doesn't release Dottore himself when he's at the peak of his popularity.
