Everyone I call says no. Silencer shop has started adding Form 4 notes to their dealers list but it doesn’t cover everywhere?

Hmm, someone else won an auction for the amount I bid. The bids show that I had the last bid in at the high amount, but they awarded the auction to the other person who had the same amount, bid days earlier. I thought you had to bid more to win an auction, ie they should have to pay the dollar more? If your max bid ties the last max bid, do they give it to the first bid in?
