Will a lower tier college affect my b.pharm career?

Okay so I don't know where to start? I want to prepare for UPSC CSE and want to be an IFS officer. But my family is financially unstable, very very unstable. That's why my plan is to get a b.pharm degree, and then while doing job prepare for UPSC. So first, I am gonna take a b.pharm degree and then gonna find a good job so I can support my family and also my preparation financially. So please tell me is this plan good? Or I have to make some changes.
