
Govee lantern turns on at 1% brightness after being turned off via Matter

I'm facing a frustrating issue with a Govee lantern integrated via Matter in Home Assistant and wanted to see if anyone has encountered this behavior or knows a fix
My Setup:
Govee Lantern (Matter model) with Home Assistant (Matter integration) and Apple Home / HomePod mini used as Thread Border Router
The Problem:
Whenever I turn off the Govee lantern via Matter (from Home Assistant or Apple Home) and turn it back on, it always turns back on at 1% brightness.
In the Govee Home app, everything works fine and it retains its set brightness level. When turned off via Matter, it seems to send a dimming transition down to 0% right before shutting off. Because the lantern is set to remember its "previous state", it saves that 1% level and re-applies it on the next turn_on command. Changing Power-on level only affects physical power-cycle states (wall switch or unplugging), so that doesn't solve the issue for logical ON/OFF commands sent over Matter.
Has anyone seen this issue with Govee Matter devices or other Matter lights? Is there a specific parameter in the Matter cluster settings or a transition setting I should tweak to stop this 1% dimming behavior upon turn off?
