Im pressing exactly what the skill tree saying; Hold R2 > R2 but the second heavy is not registering? What am I doing wrong?

I just opened the game chill man

Ive been eyeballing this game for over a year now, finally decided to start playing it! If you have any advice share them and pray for my sanity :)
