Does nypd academy have no training days due to holidays?

Hello my dog has been licking his paw for a month now I wipe his feet after walks, and I even wash his hot spots with doggy shampoo. He started biting his paw pad and I don’t know what to do it looks worse than before. Does anyone know what I should do? I started using the doggy cone to limit him licking himself and he’s limping.

He is an American/german Rottie

3 years of age
