I collected them right at the very beginning of the game with the help of a bug on the bridge where Colonel Cortez was, then I took a helicopter and collected everything when I saw that half of the weapons were missing, I thought they would open as the story progressed, but in the end, no, is there any way to fix it? I'm already out of money with these businesses, so I'm also spending it on weapons.
