Why use stomp in safe jumps?

I'm not too advanced in Chun Li, but she's the only character I've played since the game came out. And from when I first learned the game (this is my first fighting game) I always used air 6HK for my safe jump set-up. And yet, almost every time I watch a good chun player I see them doing the stomp medium kick for their safe jumps. Why? What benefits does it offer over the heavy kick?

Are the Timurids completely broken?

After the latest patches I tried playing the Timurids after countless hours of Byzantium and others. Only I noticed what I think is a game breaking bug when playing the Timurids - you can't declare any of your conquest wars.

The images above show the process of declaring this war by clicking the plan invasion, choosing the nation, and getting the CB (that's supposed to last for 4 years. And yet, when I try and select the CB to declare the war it goes back to a no CB war everytime. In fact, let just a single day pass and the CB of Temur's Conquest completely disappears.

I know they made some changes a while back to make the AI of Temur automatically go to war with nations they plan invasion on to help push them forward, is that causing this bug? Can anyone replicate this?

Also, I do not have any mods installed on this run.
