If I Only Wanted To Select The Health Bar And Make It Bigger From The Rest Of The Scene, How Would You Do It? With or Without Fusion

In Gimp, I can select the portion of the layer I want to grab, then make a new layer for it. Then I can transform it the way I see fit. How can I do that in Davinci Resolve STUDIO :) thank you
