After a bit of a grind I finally unlocked the Master Assassin Outfit for my character!

You need to complete the Art Lover quest, at your mansion in Great Inagua. Get him 30 art pieces and it's yours! Most of these pieces you get just by playing the game, from chests, a few you can buy from the in-game store.
