App suspended after Meta trademark complaint — icon fully replaced, but Google still requires complainant withdrawal. Any Play Console solution?

We are a small mobile app company and are stuck with a Google Play trademark suspension.

Our app is:

Grid Post – Photo Grid Maker
Package: com.photolabs.instagrids

The product has been maintained for many years and has accumulated 10M+ downloads across Android and iOS.

Google Play suspended the app after receiving a trademark complaint from Netcraft acting on behalf of Meta/Instagram regarding our previous app icon.

Our old icon used a 3×3 grid symbol with a gradient background. Instagram uses a camera symbol.

To completely resolve the issue, we have now permanently removed the old icon and created completely new branding.

Old icon / New icon / Instagram comparison:

The interesting part is Netcraft’s original complaint asked Google to delist the app only:

>“until the developer has removed all trademarks, logos, and/or intellectual property of Meta from their application.”

We have already completed that remediation.

However, Google Legal continues to tell us that the existing app cannot be reinstated unless the same contact that originally submitted the complaint requests reinstatement.

We contacted Netcraft directly. Their response was:

>“Only Meta — not Netcraft — can authorize a takedown notice to be rescinded.”

So we are currently stuck here:

Google → contact Netcraft
Netcraft → only Meta can authorize withdrawal
Meta → no effective resolution
Google → contact complainant again

We have already tried:

  • Google Play Developer Support
  • Google Play trademark appeal
  • play-trademarks@google.com
  • Google Legal Support
  • Netcraft support
  • Meta/Instagram IP support

Google keeps giving essentially the same response.

We are not asking to continue using the previous icon. It has been permanently discontinued. We simply want to update the app with the new branding and restore the existing package.

For developers familiar with Google Play trademark suspensions:

  1. Is there another Google Play/Legal escalation channel when the complainant says it cannot itself authorize withdrawal?
  2. Can Google internally contact Meta/Netcraft through the original complaint channel?
  3. Is there any process that allows Google to verify the corrected app/icon and reinstate the package without waiting indefinitely for the complainant?
  4. Is there any specific Play Console support escalation or trademark form we may have missed?

Google has suggested that we may publish a new compliant app under a different package name, but this would mean losing the history, reviews, rankings, and existing user base associated with the current package. Our preference is therefore to resolve the suspension of the existing package through the proper Google Play process.
