July 4th reflection: Why does India’s IAS still mirror the 1854 imperial model?

As USA(old British colony) mark the day of breaking away from colonial rule, I've been reflecting on a strange irony: our civil service architecture is, in many ways, more "colonial" than the one the British actually left behind.
Why is the IAS still structured as an elite cadre recruited by the Center but paid by the State? I've compared the "Steel Frame" against the UK and Canada's systems to highlight why the "Double Taxation Trap" isn't a bug—it’s a feature of the administrative grid we inherited.
