Obscure hand tool

I have several obscure hand tools but this is the only one I've never been able to figure out. It appears to have something to do with wire as it has a built-in wire cutter. It is a very sophisticated tool but shows the markings of handmade manufacturing. It is stamped with a couple interesting Maker's Marks. I would be interested if anyone knows its purpose and vintage.

Looking for coolest possible armored base layer

Looking for the coolest possible armored base layer that I could wear as part of a three layer system. I would wear a thin Merino wool against my skin, then an armored base layer, (CE level 2, AA rated Minimum) and then dress pants and button up shirt and sport coat over the top. Need to be dressed upon arrival without option of changing clothes. An hour or so of ride time and a few hours off the bike.

I currently have the bohn body armor but it is not abrasion rated, so I have to wear rated motorcycle pants and jacket over the top. That's fine for normal riding, but occasionally I would like to take my bike to a more formal destination.

I really like the looks and air flow of the CE level 2, AA rated Knox Move top and bottoms, but I would much rather have a CE level 3, AAA rated option if I can find something with more airflow than the Knox

If anyone can attest to the airflow and sweat Factor, I would love to hear your recommendations.
