Am I the only one who never received my money back after reevaluation ,I followed up until I gave up

Hypothetically you apply for PGWP got a refusal for some reason then you submit a Reconsideration explanaining the situation but by then 180 days were over and so you submit new application and paid for status restoration. They then approve the new application, gives you 1 yr then 4 months down the line you get a notification the old refusal has turned to submitted then they approved 3 yrs PGWP so now you have 2 PGWPs which one are you supposed to follow or should I said which one will be considered valid?

Do you have to do medicals for TRV?
