Is this mold? And will it get my apartment condemned?

Sorry for bad photo but I am really stressed out as I just moved in and a bunch of apartments in my hallway are getting people removed for mold safety violations. Sorry for the bad photo, the only visible places of stuff like this is above my laundry machine and in the water closet that I am not allowed to access.

Echo dot saying it can only connect to 3 govee bulbs at a time.

Basically what the title says, however when I google it it says that I can have upto 150 devices at a time. This is my first Alexa and I am confused, as I only have four lights.
