My friend’s employer filed an H-1B petition requesting change of status in January 2026 while his B-2 COS was still pending.

His B-2 COS was denied in the first week of March 2026, and he left the U.S. within one week of the denial and moved to India.

The pending H-1B petition was upgraded to premium processing in June. USCIS issued an RFE only on the change-of-status issue because the beneficiary had already left the U.S. In the RFE response, the employer requested USCIS to approve the H-1B petition for consular processing since the beneficiary is no longer in the U.S.

USCIS received the RFE response on June 22. There was no status update from June 22 to June 25. On the morning of June 26, the case status changed to: “Premium Processing Clock Was Stopped.”

Does this status usually mean approval, another notice/RFE/NOID, or denial? What are the chances of approval as consular processing or $100K fee? They did not mentioned anything about $100K in the first RFE. He was on h1b for 6 years.

I know premium processing timelines are 15 business days. How much time normal it takes for b2 to h1b cos? All 15 days?
