For those who don't know, there is an anime called KochiKame: Tokyo Beat Cops

It started as a popular manga, which then became an anime in Japan,

The protagonist is named Kankichi "Ryo-san" Ryotsu, a lazy, money-loving, and wild police officer who often gets into wild shenanigans.

Half of those misadventures involve him ending up getting naked or losing his stuff, which often results in wild fan services (if people are into hot naked guys like him and such)

Looks like Joe Velazquez is pissed again that someone is exposing him, and is threatening to sue this YouTuber. This can't be legit, right?
