[FNV] What's the consensus on Beyond Boulder Dome?

Alright, so here's what I've got.
Mothership Zeta in New Vegas, a non-TTW mod, includes everything from the original, including its weapons. No changes to the stats.
Alien Exterminator similarly handles the Zetans and has identically named/modeled weapons, but all the weapons are considerably weaker. Maybe 75% as strong in terms of base damage.
The Alien Blaster in Wild Wasteland is weakened considerably from its Fallout 3 version, which makes it surprisingly kind of lame in comparison to other Zetan weapons.
I'd like to balance these things for a more satisfying experience. Mothership Zeta weapons are a little weak in base New Vegas, while Alien Exterminator weapons are very weak outside of the new alien shotgun.
I can rename weapons, I can point to graphics replacers for the weapons, I can adjust the stats. Anything from xEdit.
If I could do anything in the GECK, I would (having an Honest Hearts chest with the Firelance and various equipment from the characters sure would be nice), but I'm not getting the thing to boot so this is what I've got.
Does anybody here have experience balancing weapons like this? What do you recommend?
I've been working on a modpack. I've been able to get by with any necessary edits done in xEdit, editing values or forwarding or disabling things. But I finally ran in to something that I don't know how to handle with just xEdit.
Skidge's Quest Pack spawns a table and benches and some NPCs in the 188. I'm also trying to use Adobe buildings. The Gun Runner building is on top of them.
So I thought... alright. I'll load the GECK.
If you're curious what self-loathing is like, I think you just need to use the GECK for a few hours. I can't get the damn thing to boot regularly. Enabling all my mods involves double clicking each one individually I guess. That's insane!
I could probably delete/disable all changes to the 188 in xEdit I guess! Or even just the Gun Runners. That sounds awful, but it's possible I guess.
But even moving one NPC from another mod is something that has to happen in xEdit. Adobe buildings yet again but this time with the Mojave Outpost - and yet again, the dude spawns inside of it.
I'm so tired. I'm not sure how doable any of this is. There are a lot of things I'd love to try if I could get it working, but this program is infuriating. Thanks for coming to my TED talk I guess. Taking advice if anyone's got it, otherwise I'm just disabling stuff and seeing if that works.
I recently saw the revoices of these mods, but I've never played them. Sweet Home and Difference of Opinion are by the same dude who made FPGE, so the guy does know his stuff, but he also said he doesn't stand by them anymore. Mojave Scenery Overhaul has a bunch of navmesh conflicts too.
Crossroads certainly looked cool but conflicts with NOPE so badly that I'm not entirely certain how to patch it in xEdit.
If anybody knows about the quality of these mods and/or revoices, I'd really appreciate hearing some thoughts.
Functional Backpack is a great mod, but something in my modlist - I suspect it's NOPE - is causing it to take damage like armor. It's not repairable at vendors, and this does not appear to be intended behavior.
I'd like to know how to make it repairable to vendors in xEdit, and if there's a way to just make it invulnerable to any damage.
Edit: I found the issue. Armor Damage Fix (ESPless) makes backpacks take damage. I'm still not sure how to repair the backpack, but maybe a console command can do it. There seems to be a form list of leather armors to repair it at least. I had originally figured it was NOPE because of how adaptable the mod is, but it looks like this was just kind of a weird choice by PTWB.
What mods do people run for this DLC? I know very little about Fallout 3 mods, are there any particular favorites people have to enhance it?
For what it's worth, I'm running a non-TTW port to NV so I can't do something like Mothership Zeta Crew.
