Imagine for a second: the game comes out, and the base roster is the EXACT same as it was in Injustice 2/Legendary Edition. Everyone is extremely disappointed by this choice, world hunger engulfs the Earth, War reigns on, and climate change destroys the local Denny's, but then, they announce that the first DLC pack is coming soon, people get excited, then the first DLC is revealed to be Syndrome from the Incredibles and Tung Tung Tung Sahur....
Then DLC pack 2: Shredder from Ninja Turtles and Ben 10 is revealed.
DLC pack 3: Kite Man and Moist Cr1tikal.
DLC Pack 4: The Question and Willy Wonka.
DLC Pack 5: Leon S. Kennedy from Resident Evil and Squidward Tentacles. DLC Pack 6: Lex Luthor and The Powerpuff Girls.

Like most Tier Lists bottom right is low tier and top left is best. I couldn't find a good pic of the Keroppi show so that will do. I don't think the ones at the bottom are trash, I simply think they're lower than the rest.
