Why do people keep tortoises in their home knowing its illegal and bad for tortoise?

Why do people keep tortoises in their home knowing its illegal and bad for tortoise?

From what I’ve learned, keeping any tortoises or turtles at home is illegal under Nepal’s National Parks and Wildlife Conservation Act. Yet I see many people flaunting tortoises on Reddit and other social media keeping them as pets…
I'm genuinely curious like why do people do it? Is it because :

  1. They don't know it's illegal
  2. They think enforcement is weak so it doesn't matter
  3. cultural or religious reason
  4. or just because they like having them as pets????
    Experts and conservationists strongly advise against keeping them as pets..

I have setup a window bird feeder right outside my window.. I also filled it with grains and seeds and I have been excitedly waiting for birds but not a single bird has shown up yet….😭 how long does it take for birds to discover my feeder? also, I remember when I was kid, sparrows used to be everywhere, now they're so rare to see 😢😢😢
