My car was towed by the hotel even though the city owns the parking spot. Seeking advice

I believe the courtyard old town in Wichita, KS is using deceptive practices to receive parking money. They own the lot outlined in red, but the city owns the spots outlined in green (despite a sign on the closest ones saying Marriott elite member parking). I know this because a couple of months ago, my car was broken into while parked in one of the spots outlined in green. The hotel said they don’t have cameras there because the city owns the spots. However, my car was towed from there and a different employee told me they actually own them, and not the city, which I believe is incorrect based on the property lines on the county map. I had to pay nearly $200 to retrieve my car.

Not only this, but when you check in, they ask “are you parking a car with us?” Knowing that most people won’t realize the city owns the spots in green which is where most people park by default.

Seeking advice. Can I ever get back the money I paid for towing if I was wrongfully towed? Happy to provide more context. I’m a titanium member and I’ve stayed at this hotel many times with no other issues.
