Evidence that Secretariat's sire line is extinct?

Unsourced internet comments seem to think so, but with googling I could not find a source that directly stated his sire line is dead. I could find articles about the deaths of his last living son and daughter, but nothing about sire line not existing. His sire line may have no racing potential now (if it still exists), but I would like to see better evidence that it doesn't exist if possible

Question: besides the Japan Cup (and the Yasuda Kinen for a few Hong Kong horses like Romantic Warrior) are there any other races that are worth it for a foreign horse to visit Japan and run?

Question: how would someone decide whether to pay for Kitasan Black or Equinox's stud service?

They're father and son, and neither are that old, so are there any deciding factors for one or the other?

How far do the Admech police their no inventing rule across the Imperium?

Tldr: are there examples in lore of Admech punishing non-Admech Imperials for inventing something, and how far do they take policing matters? Do Arbites and other non-Admech organizations enforce the no inventing rule too? Even on feral worlds?

The few cases I know in lore of the Admech's no inventing rule coming into the narrative involve internal Admech cases, not cases where the Admech punish someone from outside their organization for inventing something. The closest example of external parties getting involve (that I know of) is Guilliman vouching for Cawl so he can invent things without the Admech punishing him.

But how much does the Admech care about other Imperium organizations from inventing things? Even remote on remote civilized or feral planets?

I am sure Admech would care a lot if a Space Marine invents a new kind of gun, but what about a random business man on a civilized world building new golf club models?

Do we have examples in lore of the Admech dealing with a Planetary governor for inventing or innovating on a weapon or other type of machine? Do the Arbites police worlds to punish anyone who invents or innovates on anything, such as if golf club maker on a civilized world creates new models for their irons?

Does the Admech no inventing rule also mean planets cannot advance technology on their own and have to buy machines from off planet if they want to do so? For example, a world with pre-gun powder tech cannot go through an industrial revolution on their own as building the machines from scratch would be inventing something, but buying Admech approved machines from off world is acceptable.
