New PC I built is not cooperating with monitors and other attachments

First time PC builder here.

I just finished assembling a new PC, but it is currently failing to boot.

When I turn on the PC, the fans spin up, but there is no display output, and my keyboard and mouse do not light up (no USB power). After a short while, the fans will occasionally stop and restart themselves (boot looping).

System Specs:

CPU: AMD Ryzen 7 7800X3D

Motherboard: Gigabyte B650M K

GPU: Zotac Gaming GeForce RTX 5060 (8-pin power connected)

RAM (Note - Mixed Sticks):

\* Stick 1: 16GB Patriot Viper Venom DDR5-6000 CL30

\* Stick 2: 16GB Patriot Signature Premium EVO DDR5-6000 CL30

CPU Cooler: Thermalright Peerless Assassin 120 SE (Dual-tower)

Case: DAVEN D7 Mesh

PSU: MSI MAG A750GL

What We Have Verified & Tried So Far:

  1. Cabling & Connections: \* Double-checked the 24-pin motherboard cable, 8-pin CPU cable, and 8-pin GPU power cable (the GPU power is fully plugged in, ignoring the extra pigtail PCIe connector). \* Display cables (HDMI/DP) are confirmed plugged directly into the GPU, NOT the motherboard.
  2. Cooler Airflow: \* Fans on the Thermalright dual-tower are verified to be facing the correct direction (blowing air in a straight line from the front of the case to the rear exhaust).
  3. RAM Troubleshooting (Mixed DDR5 Concern): \* Because the two Patriot RAM sticks are slightly different models (though matching in 6000MHz CL30 specs), we suspected memory training failure or conflict. \* We removed one stick and are currently troubleshooting with \*\*only ONE stick\*\* (the Signature Premium EVO) installed in \*\*Slot A2 (the 2nd slot from the CPU)\*\*. \* The single RAM stick is confirmed to be pushed all the way down and firmly clicked/locked into the slot.
  4. CMOS Reset: \* We have just performed a Clear CMOS by shorting the CLR\_CMOS pins on the motherboard with a metal tool for 10+ seconds with the power supply switched off.

I have just finished shorting the CLR\_CMOS pins and am about to power the PC back on with the single RAM stick in Slot A2. I have also removed the GPU entirely but realized that there are no monitor ports without it so I can't test that.

If this first boot after the CMOS reset still fails to POST or continues to boot-loop after waiting 5 minutes for memory training, what should my next troubleshooting steps be? Could the mixed DDR5 (even using just one stick right now) or something else be the culprit?

Any help is highly appreciated! (Sorry if the description sounds like AI! My situation is a bit time sensitive so I couldn't write this whole thing down myself. I'm also not sure which flair this belongs in but I'll put hardware for now.)
