What are people doing with the 10+ spam calls received daily? Delete and report as spam doesn't do a damn thing to resolve the issue.

I received a letter from PA Revenue recently stated that the payment to the PA department of revenue was returned to my financial institution. I go to a tax service, and the payment goes out electronically, what would cause this?

I'm concerned that the same issue could happen with the fed taxes that I owed and was sent to the feds.
