Stocking options for heavily planted higher tech tank

Where do you guys find chilis?
Legit everywhere is sold out
Question about ph
I am geniunely so confused as to why my ph is above 7 rn. I have a tank that is been filled for a long time with water, and just sitting there because I never got to it. It is fully scaped with aquasoil, but has no plants or livestock. I want to actually finish it, so I changed the water with ro water(not remineralized). I tested the water a couple days later, and it is above 7. All it has is old aquasoil, and completely inert hardscape, like lavarock and wood(if anything this should lower it). Why is the ph so high?
Reusing aqua soil
I want to reuse aquasoil in another high tech setup, with the goal of great plant growth. I'm assuming nearly all the nutrients have been depleted. What extra steps do I need to take? Or is it just aquasoil+liquid fert
Borara count for 14 gallon tank
How many chili rasboras could you hypothetically put in a heavily planted 14g cube, that has a canister filter. There wouldn't be many other fish, maybe just some pygmy cories.
Can anyone help id this plant?
The grass looking one in the foreground. Is it some type of eleocharis?
