Why would Paul Kagame do this?
Rwanda is obviously not at the required stage of human capital to be participating in any sort of international assessments. Mr. Kagame just make Rwandan youth look retarded.
To clarify this means the vast majority of people in Rwanda cannot even convert currencies or time zones if the formula was given to them.
People in Rwanda cannot tell you the main idea of a written passage.
They cannot interpret a simple pie chart.
Extremely embarrassing.
