What’s the possibility of intelligence agency’s having under cover agents in software companies to intentionally add bugs to exploit? More specifically, companies that claim to not add back doors for governments to use?

It’s a UK based website that sells electric bikes & scooters. Does anyone have any experience purchasing from here or know if the websites a scam?
