A bit of context:

This activity is called Random Play Dance and is commonly seen in Otaku or K-Pop events, it involves a live DJ playing their set while a screen shows the song's choreography. Those who know the dance moves (and in Otaku events those who dressed as the characters in the screen) will then rush to the center to perform said moves. Some attendants in Otaku events perform cheering moves instead but they generally stay in the back to not disturb the "main" dancers.
